Capacity Building Programme on Green Public Procurement begins across the ADRION region
A new Capacity Building Programme on Green Public Procurement (GPP) is about to begin within the GPP2ADRION project, supporting public authorities, SMEs and other stakeholders in the Adriatic–Ionian region to strengthen their capacity for sustainable public procurement.
The online training programme will take place from 11 March to 15 April 2026, with weekly sessions held every Wednesday. The programme brings together international experts and practitioners to provide both a strategic overview of the EU policy framework and practical guidance on applying green and circular criteria in public procurement procedures.
Participants will explore topics including:
the EU legal and policy framework for Green Public Procurement and circular economy
environmental criteria, labels and certifications in procurement
comparison of GPP legislation across countries in the ADRION region
practical tools and operational approaches for implementing GPP
life-cycle costing and market analysis methodologies
real case studies, including sustainable fuel procurement, circular procurement at the municipal level, refurbished computers, waste management and energy-efficient procurement.
The programme brought together public administration staff, procurement officers, project managers and other stakeholders involved in public procurement and sustainability initiatives.

At the end of the programme, participants who successfully complete the final evaluation will receive the GPP Ambassador certificate and join the transnational GPP2ADRION network, contributing to the wider adoption of sustainable procurement practices across the region.
Circular Change’s Role: From Benchmark Analysis to Capacity Building
Circular Change contributes to the project as a leader of Work Package 1, which laid the analytical foundation for the programme through the development of the benchmark and gap analyses on Green Public Procurement practices in the ADRION region. The capacity-building programme represents an important step in translating these analytical insights into practical knowledge and implementation support.
The programme is implemented within the GPP2ADRION project, co-funded by the European Union through the Interreg IPA ADRION programme, supporting the transition towards a greener and more circular Adriatic–Ionian region.
